advance cargo filing

  • UAE MPCI Full Enforcement Makes Cargo Filing Mandatory From October 1

Shipping Arabia, October 2, 2026 – UAE MPCI full enforcement took effect on October 1, making Maritime Pre-Load Cargo Information filing mandatory for all cargo moving to, through or via the United Arab Emirates. Trade Tech said the end of the grace period means shipments are now subject to the standard response process of the UAE’s National Advance Information Center (NAIC).

Trade Tech, a global logistics technology platform, said it is supporting customers as the new mandatory phase begins. The company was certified by NAIC as an official MPCI service provider in August 2025 and has spent more than a year submitting filings, onboarding customers and refining operational workflows during the transition period.

UAE MPCI Full Enforcement Ends Grace-Period Flexibility

The temporary flexibility available during the MPCI transition period no longer applies. From October 1, filing is mandatory, while submissions must contain complete, accurate and timely information to help cargo continue moving to, through or via the UAE.

The requirements apply to planned shipments, changes in vessel routing and shipments that are subsequently identified as UAE-bound.

Each MPCI filing receives an ACT, or Assessment Complete, response from NAIC. Trade Tech said the absence of an ACT response could create problems later when customs clearance is required and the corresponding cargo record is checked.

Bryn Heimbeck, President and CEO of Trade Tech, said the UAE MPCI system is the 37th advance cargo security filing program supported by the company.

He said Trade Tech’s immediate focus is helping shipping lines, freight forwarders and NVOCCs submit complete, accurate and timely filings so cargo can continue moving from the first day of mandatory enforcement.

Trade Tech Connects Customers Directly to NAIC

Trade Tech said customers can use its direct connection to NAIC for MPCI submissions. Filings are processed through Syrinx Trade Security, one of the modules within the company’s logistics platform.

The system includes built-in checks designed to flag potential issues before information is transmitted. Trade Tech also provides regulatory and operational support through its global teams.

According to the company, customers have four MPCI filing options, including self-service, managed service and EDI connectivity.

Trade Tech said security filing can operate as a standalone service. However, it considers the process more effective when combined with broader shipment management activities, including carrier bookings, shipping instructions and operational work between origin and destination stations.

The company said integrating compliance with shipment management can also improve cargo visibility as a natural by-product of the filing process.

Experience Across Global Cargo Security Programs

Trade Tech said it has supported customs, security and advance cargo information requirements worldwide for more than two decades.

Its experience includes the U.S. AMS/ISF system, the European Union’s ICS2 ENS, Canada ACI and eManifest, Mexico AMS, Great Britain ENS, South Africa RCG and Japan AFR, alongside other national and regional filing requirements.

The company said its systems connect with more than 150 airlines, 30 ocean carriers and 37 customs authorities. It processes more than 600,000 filings each month.

Founded in 1999, Trade Tech develops and operates the browser-based Syrinx logistics platform. The system connects sales, operations, finance and compliance functions in a shared environment.

Syrinx supports rate management, transport management, logistics accounting, regulatory compliance and purchase-order management. The platform connects directly with more than 150 airlines, 30 ocean carriers and 37 customs and regulatory authorities worldwide.

Trade Tech said the platform is used by freight forwarders, NVOCCs, customs brokers, carriers and shippers across 15 office locations globally.
