  • Port of Tripoli Launches Strategic Consultancy for Integrated Logistics Development

Shipping Arabia, October 6, 2026 – The Port of Tripoli has launched a strategic consultancy assignment with the Tripoli Special Economic Zone (TSEZ), Mindsets and its consortium partners to support the development of an integrated economic and logistics ecosystem in Tripoli. The initiative will address the port’s commercial model and future expansion while also supporting the development of investment, regulatory and governance frameworks for the special economic zone.

The assignment was formally launched through a joint kick-off meeting hosted by the Port of Tripoli. The meeting brought together the port, TSEZ, Mindsets and the consortium partners involved in the consultancy.

The work is designed to strengthen coordination between the port and the special economic zone while aligning their respective development plans as Tripoli seeks to enhance its role as a regional economic and logistics hub.

Port fee and revenue model under review

For the Port of Tripoli, a central element of the consultancy will be a review and further development of its fee and revenue model.

The existing framework will be benchmarked against regional and international practices. At the same time, the consultancy will align the model with the port’s future vision and planned capacity expansion.

The scope extends beyond the port’s commercial framework. It will also take into account Free Zone development, railway connectivity and wider regional connections, placing these elements within the broader multimodal logistics ecosystem planned for Tripoli.

This integrated approach links the port’s future capacity and revenue structure with the infrastructure and logistics connections expected to support its longer-term development.

TSEZ to develop investment and governance frameworks

In parallel, the assignment will support the Tripoli Special Economic Zone in developing its licensing, regulatory and governance frameworks.

The consultancy will also address TSEZ’s One-Stop-Shop model. The work will focus on facilitating investment and improving the ease of doing business within the economic zone.

These elements are intended to support a more integrated relationship between the port and TSEZ, connecting port development with the regulatory and investment environment required for the wider economic and logistics ecosystem.

Coordination between port and economic zone

The joint kick-off meeting emphasized close coordination between the Port of Tripoli and TSEZ throughout the assignment.

According to the Port of Tripoli, this coordination is intended to ensure complementarity between the two entities as their respective development plans progress.

The consultancy therefore combines work on the port’s commercial and capacity-development priorities with the economic zone’s regulatory, governance and investment frameworks. It also incorporates Free Zone development, railway links, regional connectivity and multimodal logistics into the wider development vision.

Through this coordinated approach, the Port of Tripoli and TSEZ aim to contribute to positioning Tripoli as an increasingly competitive regional economic and logistics hub.
