Libya Advances Work on Comprehensive National Maritime Strategy
Shipping Arabia, July 11, 2026 – Libya’s maritime authorities have taken a further step toward developing a comprehensive national maritime strategy aimed at strengthening regulatory compliance, institutional coordination and maritime safety across the country’s shipping sector.
The Ports and Maritime Transport Authority participated in a coordination council meeting held July 6 at the Ministry of Transport under the chairmanship of Transport Minister Mohamed Salem Al-Shahoubi.
The authority was represented by its chairman, Mohamed Salem Al-Siwi, and his adviser, Ahmed Muftah Rizq. The meeting also brought together representatives from the Ministry of Marine Resources, the General Authority for Communications and Informatics, the Ministry of Transport, the Libyan Navy, the Coast Guard and Port Security Authority, and the National Center of Meteorology.
The council is responsible for preparing a national maritime strategy that supports Libya’s compliance with its international obligations as a member of the International Maritime Organization.
The strategy will address the country’s responsibilities as a flag state, port state and coastal state, providing a unified framework for maritime governance and the implementation of relevant international conventions and standards.
The council will also work to strengthen cooperation among government entities involved in the maritime sector and oversee the implementation of the national strategy.
The initiative is expected to support the development of Libya’s maritime transport system, improve institutional performance, enhance maritime safety and security, and strengthen the protection of the country’s maritime interests.
